I can click on the "Change Top 8" hyper-link, and it brings me to the page with all of my friends. However, I can't drag-and-drop like it says. Why is that?

Try downloading an up to date version of Internet Explorer (or Firefox, if you use that) and install the latest plugins. Restart your computer. It should then work.
